I changed to 10 bit color depth, RGB, and 4k @ 60 fps max to reduce bandwidth and it stopped a LOT of the terrible performance and stuttering. To see these settings you must enable the hdr toggle to on. The Fix I found for this is goto System>Display>Auto Hdr Toggle Auto hdr off.
